SIMCHAT TORAH is from the Hebrew, meaning REJOICING OF THE LAW (Alcalay, R. The Complete Hebrew English Dictionary. Jerusalem: Massada. 2651).
Beginning around the tenth century, the second day of Shemini Atzeret began to take on the character of a festival of Torah - Simchat Torah, connection to Torah was not based on a historical even such as Sinai, but rather on the synagogue liturgy. At this time of year, the end of the book of Deuteronomy was read in the synagogue, completing the reading of the whole Torah. On the Shabbat after Shemini Atzeret, the cycle was begun again with the Reading of Genesis 1:1. To celebrate the completion of the cycle, the holiday of Simchat Torah was developed. Simchat Torah has evolved into a joyous holiday of singing and dancing with the Torah (Strassfeld, Michael. 1985. The Jewish Holidays: A Guide and Commentary. New York: Harper & Row. 150-151).
